The American Council of Trustees and Alumni (ACTA) is an organization of university graduates and donors: It sees itself as the guardian of academic quality at American universities. In the report, titled "Defending Civilization: How Our Universities Are Failing America and What We Can Do About It," certain statements from academic circles are identified as un-American. Founder of the organization and current honorary chairman is Lynne Cheney , wife of former Vice President of the United States . The Council was founded in 1995.

For critics like Hugh Gusterson, professor at the Massachusetts Institute of Technology , the report shows a hint of McCarthyism .
