Application Commission

The application commission is a body made up of parties . The application commission prepares the content of the party congresses of the respective party or party structure. By making recommendations on the applications submitted, it is intended to bundle the often numerous applications on the same or similar topics. In addition, it can propose to the party congress that motions should be declared as having already been dealt with by earlier resolutions.

The election preparation committee for lists has a similar function .

Application commissions are sometimes accused of being an instrument for influencing the party congress through the executive committee. In the case of the CDU and Der Linken, the board of directors only appoints the application commission, whereas the application commission for Der Linken has to be confirmed by the party congress. In this respect, most application commissions are not directly dependent on the board of directors. In addition, the recommendations of the application committee are in no way binding.

The composition of the application commission results from the respective statutes or rules of procedure of the parties.

  • CDU : The application commission at federal level is regulated in Section 10 of the CDU's rules of procedure: the federal executive appoints the application commission, the federal party congress can add additional members to the application commission appointed by the federal executive.
  • SPD : The application commission at federal level is regulated in Section 19 of the SPD's organizational statute: one delegate from each of the regional associations or districts and eight members appointed by the party executive.
  • FDP : The application commission at federal level is regulated in § 14 of the federal statutes of the FDP: The federal party congress elects the application commission (for the next party congress)
  • Bündnis 90 / Die Grünen : The application commission at federal level is regulated in § 12 of the federal statute of the Greens: The application commission is composed of the political manager, a member of the party council, another member of the federal executive board and four members to be elected by the federal assembly . Recommendations by the application committee are only permissible for the procedure, not for acceptance or rejection.
  • Die Linke : The application commission at federal level is regulated in Section 17 of the Federal Statute of the Left. The party executive appoints an application committee to prepare for the party congress. The party congress decides on the final composition.
  • PIRATES : Applications to the federal party conference can be submitted to the application committee. The members of the application commission can then arrange the present applications to the federal party congress, deal with the application texts and, if necessary, help the assembly leaders if there are any ambiguities about applications. The application committee also creates an application book. The application committee does not set an agenda. The meeting votes on the agenda. Any pirate can make suggestions for the agenda (including the pirates in the application committee). The application commission has no special rights at the federal party conference.
