Workers and peasants militia

The Workers and Peasants Militia was established in Russia by a resolution of the People's Commissariat for Internal Affairs of the RSFSR on October 28th . / November 10,  1917 greg. educated.

The militias were led by the local soviets who were subordinate to the People's Internal Affairs Commissariat. On December 4th, Jul. / December 17, 1917 greg. the People's Commissariat for Internal Affairs dissolved the headquarters of the militia of the former Provisional Government , the local organs of which were dissolved if the Soviets were not recognized, but reorganized if recognized. On June 5, 1918 , the People's Commissariat for Internal Affairs confirmed the draft of the decree “On Workers and Peasants Protection of the People ( Soviet Militia )”.

In July 1918, the All-Russian Congress of Representatives of the Governorate Soviets ordered the establishment of fixed leadership structures for the workers-and-peasants militia. The Council of People's Commissars discussed the draft on August 21, 1918 and instructed the People's Commissariat for Internal Affairs and the People's Commissariat for Justice to revise it into instructions, whereupon the organizational structure of the workers 'and peasants' militias was determined in October 1918.

At the Local Administration Department of the People's Commissariat for Internal Affairs, the Central Administration of the Workers and Peasants Militias was formed, under the direction of AM Dishbit from 1918 to 1921. The workers and peasants' militia administrations were set up in the local soviets, and the organs of the People's Commissariat for Justice assigned them to the departments of the criminal authorities.

The workers and peasants militia worked closely with the Cheka and the People's Commissariat for Justice. It supported the state organs in the procurement of food, in the prevention of the private trade in grain, in the enforcement of general labor obligations, in the fight against opponents of the Soviets, against the black market , smugglers and speculators . The brigades of the workers and peasants' militia fought on the front lines during the Russian Civil War .
