Association for the Prevention of Torture

The Association pour la prevention de la torture (APT) , engl. Association for the Prevention of Torture , is a non-governmental international organization for the prevention of torture and ill-treatment. It was founded in 1977 by the Swiss banker Jean-Jacques Gautier and is based in Geneva .

The APT pursues three complementary approaches:

  1. Promote transparency and accountability of the institutions
  2. Introduction of generally applicable norms and standards
  3. Changing practices through education

In order not to endanger the cooperation with state authorities that also want to prevent torture, the APT refrains from publicly condemning individual states for cases of torture and ill-treatment.

The APT's greatest success so far is the Additional Protocol to the UN Convention against Torture , the Optional Protocol to the Convention against Torture (OPCAT), which was adopted by the UN General Assembly on December 18, 2002, and which supplements the Convention against Torture with a preventive approach. With the 20th ratification, the Additional Protocol entered into force on May 23, 2006. The additional protocol provides for the establishment of an international body, subordinate to the UN Committee against Torture , which can conduct investigations in prisons or other places where prisoners are held.
