Intrusive begging

Intrusive begging refers to a form of begging in which begging, i.e. asking for a gift, is not done passively - for example by presenting a container, holding hands - or actively - by speaking discreetly with the request for a gift - but rather intrusive through annoyance ( Touching, persuading, chasing, getting in the way) up to physical violence is practiced, so a gift is to be " blackmailed " as it were.

In Germany intrusive begging can the offense of "harassment of the general public" as a misdemeanor punishable ( § 118 OWiG ).

(1) An administrative offense is committed by anyone who undertakes a grossly improper act that is likely to annoy or endanger the general public and impair public order.
(2) The regulatory offense can be punished with a fine if the act cannot be punished according to other regulations.

In Vienna , “intrusive begging” is a defined criminal offense and can be punished accordingly by the police .
