Committee of European Securities Regulators

The Committee of European Securities Regulators ( Committee of European Securities Regulators, CESR ) was a level 3 committee of the European Union (EU) within the Lamfalussy procedure . It was set up under the chairmanship of Baron Alexandre de Lamfalussy following a decision by the European Commission following the final report of the wise men and began its work on June 6, 2001. It was an independent committee of European securities regulators based in Paris . With European Commission decision of 23 January 2009 on the establishment of a European System of Financial CESR with effect from 1 January 2011 the European Securities and Markets Authority (European Securities and Markets Authority, ESMA) worked.

Task and composition

The task of the committee was to promote cooperation in the securities sector as part of the Lamfalussy process and to exchange information on a regular basis. The committee should help ensure that the guidelines of the European Community are implemented in a uniform manner and that the securities supervision practices of the member states converge. It should improve cooperation, including the exchange of information regarding individual monitored institutions.

The CESR was made up of high-level representatives from the EU's national securities regulators. Representatives from countries of the European Economic Area outside the EU enjoyed permanent observer status.
