Citizen Enterprises

A citizen enterprise is a company whose shares are owned by citizens in the catchment area. The main goal of a citizen enterprise is to maintain facilities that are considered important, the economic return from the citizen enterprise is of secondary importance. The citizens raise the equity for the company, often the work and management is done by them.
