The Federal Institute for Educational Research, Innovation and Development of the Austrian School System ( BIFIE ) was established by the Austrian National Council on January 1st, 2008 ( Federal Law Gazette I No. 25/2008 ). The Federal Institute is an institution under public law with its own legal personality. It was founded with the aim of innovatively developing the Austrian school system in order to increase the scope and quality of educational activities. The BIFIE is based in Salzburg .

In addition to the preparation of the National Education Report, the main tasks of the Federal Institute include quality development in education , education monitoring (observation of the Austrian school system ), the development of educational standards and diagnostic tools for informal competence measurement, a new school leaving examination, as well as applied educational research and information and advice by citizens and politicians.

In 2009 ( Federal Law Gazette I No. 113/2009 ), the BIFIE was also given responsibility for the central school- leaving exam . The supervision of the Central Matura was withdrawn from the BIFIE in 2015 ( Federal Law Gazette I No. 151/2015 ); At the same time, the employees responsible for this at the Vienna site were transferred to the federal service.

In 2019 it was decided ( Federal Law Gazette I No. 50/2019 ) to dissolve the BIFIE on July 1, 2020. It is replaced by the Federal Institute for Quality Assurance in the Austrian School System (IQS), which is directly subordinate to the Ministry of Education as a federal agency .

The management of the BIFIE responsibility of a director , temporarily also a composite of two members of Directors . The director or directors are appointed by the Minister of Education . In addition, there is a supervisory board to monitor the directorate and a scientific advisory board with an advisory function.
