The career start-up support is an educational offer of the Federal Employment Agency to "improve the training opportunities of young people in need of support". The aim is to support students in the transition from general school to vocational training ( Section 49 SGB ​​III , formerly Section 421s SGB III).

Career start-up support has been a standard instrument since 2012 (Section 49 SGB III) and can be carried out at all general schools. This makes it a central support instrument for the transition of students with special support needs; the target group is limited to a selection of young people. From 2015, the federal government will provide a total of around one billion euros for career start-up support in the 2014–2020 funding period, including around 500 million euros from funds from the European Social Fund (ESF) of the Federal Ministry of Labor and Social Affairs and funds from the Federal Employment Agency. This secures the funding until the 2018/19 school year.

Around 115,000 pupils at almost 3,000 secondary schools are funded . The participating schools were selected in coordination with the state ministries of education.

Content and goals

The career start-up support is intended to help improve students' chances of a successful transition to dual training. Schoolchildren who find it more difficult to graduate from school and start training must be supported in school and supported in starting vocational training .

As part of a model test, the possibility will be created for a limited period of time to individually support underperforming students at 1000 selected general education schools, including special schools for disabled people, during the transition from school to training or employment - possibly including other qualifications. The school was determined by the Federal Employment Agency until December 31, 2008. Often schools were selected that are considered socially disadvantaged .

The pilot project started in February 2009 and will be implemented based on the business instructions of the Federal Employment Agency.

The career start-up support should already begin during the attendance of the pre-graduate class of the general education school, so that there is enough time to build a relationship of trust and the young person can fall back on the support of the career start-up support for decisions to be made at an early stage. As a rule, the active application phase begins at least one year before leaving the general school. The career entry guide is intended to support young people with their career orientation and choice. In addition, he can also provide support in preparing for training .

The career start-up support usually ends six months (BerEb according to §49 SGB 3) or one year (BerEb-BK) after the start of the vocational (company, external or school) training, if the young person has successfully completed vocational training , but at the latest 24 months after completing general education.

Weaker pupils who are aiming for vocational training after finishing school and who are likely to need support during this transition are to be accompanied. In particular, support is given to pupils who have difficulties completing a school leaving certificate from a general school. Schoolchildren with a migration background are particularly worthy of support. The students to be accompanied are selected in consultation with teachers and school social workers . The use of career entry support is voluntary.

Career entry companion

As a career starter, people should be used who, based on their life and work experience, can expect successful support from the young person. After an evaluation of existing training sponsorship projects, this includes in particular people with practical work experience in dual training professions, management experience , training experience or socio-educational work experience.
