Vocational preparation

The aim of vocational preparation or vocational training preparation is to make it easier for people to enter or re-enter professional life or to enable them in the first place. In particular, the choice of occupation should be supported and post-qualification should be achieved in order to create prerequisites for the successful start of vocational training that were not achieved through schooling.

The vocational preparation is generally effected in vocational preparation schemes (BVB) , which according to the § 51 are conveyed SGB III. It refers to

  • the vocational preparation year (BVJ) at vocational schools , especially for young people who have no or poor secondary school leaving certificate.
  • Vocational training preparation in accordance with the Vocational Training Act (BBiG) for socially disadvantaged young people who are not expected to successfully train in a recognized occupation or an equivalent vocational training.
  • Rehabilitation and disability courses for young people who are disadvantaged by illness or disability. In the context of the BvB measures, a distinction is made between BvB 1, a so-called "general" BvB and BvB 2, a rehabilitation-specific BvB, and BvB 3, a rehabilitation-specific BvB with particularly pronounced support needs, in which the promotion in institutions of vocational rehabilitation in the sense of § 35 SGB IX takes place.
  • Vocational training measures (BvB) acc. SGB ​​III according to the New Specialized Concept (NFK) of the Federal Employment Agency replaced the previous basic training courses (GAL) and measures to improve vocational training and integration opportunities (BBE) for disadvantaged young people in 2005 and combined the previous measures in a uniform form. The aim here is specifically to achieve apprenticeship or vocational and career choice qualifications as well as merging into an apprenticeship or employment relationship that is subject to social insurance. An important innovation is the introduction of the educational companion , who remains the constant contact person for the young person, regardless of which phase and where he is currently.
  • EIBE program for integration into the world of work and work, a program of the Hessian Ministry of Education funded by the European Social Fund (ESF), with which young people should be facilitated the entry into the world of work and work through qualification and socio-educational support.

The basic vocational training year (BGJ) for obtaining a basic qualification in a certain occupational field (e.g. "wood technology") as well as the school-based vocational preparation year in various federal states are not BvB measures under SGB III.

By participating in BvB measures, compulsory vocational schooling can also be fulfilled. In addition, by attending the vocational school (which is part of the measures), it is possible to obtain the secondary school leaving certificate after grade 9 (in some federal states the vocational qualification). A further school qualification is not possible within the BvB.

Such measures are carried out by regional or supraregional, commercial, private, non-profit or public educational institutions and welfare associations (e.g. the Christian Youth Village Association Germany CJD , the International Federation , RAG Education or the Kolping Society ), which, on behalf of the Federal Employment Agency, the BvB - Carry out on-site measures.
