District Committee

A district committee is a local body in German municipalities to represent the interests of the citizens of a city or district.

Bavaria

In the Free State of Bavaria , a district committee according to Art. 60 Paragraphs 2 to 4 of the Bavarian Municipal Code is a local body related to a city ​​district that can be set up in cities with more than 100,000 inhabitants. In cities with more than one million inhabitants, in Bavaria only Munich , district committees must be formed. These have the task of supporting and enforcing district-related issues of the citizens. One also speaks of a “district parliament”.

If district committees are formed, their composition is based on the results of the city ​​council elections in the respective city district. If the district committees are assigned their own decision-making rights, the members of the district committees are elected by the citizens living in the city district at the same time as the city council members for the election period of the city council.

The city council can be relieved in its work by district committees. The district committees can be assigned their own decision-making rights by the city council and the mayor (day-to-day administration according to Art. 37 (1) 1. BayGO). District committees facilitate citizen-oriented work within a district.

Currently (as of: 2008–2014 election period) district committees are only formed in two Bavarian cities ( Ingolstadt and Munich); only the 25 district committees in Munich were given decision-making rights.

North Rhine-Westphalia

In North Rhine-Westphalia , in the municipalities belonging to the Local Government Code (the district) is either a district committee in accordance with § 39 of North Rhine-Westphalia (NRW GO) for each district formed or a mayor be ordered. The members of the district committee are appointed by the city ​​council . Knowledgeable citizens can also belong to the district committee. For independent cities, however , § 36 GO NRW provides a so-called district representation.
