Speed ​​camera apps work on the basis of GPS data from the cell phone, which gives them access to the location and speed of the vehicle. Legal situation in Germany

Section 23 (1c) of the Road Traffic Regulations (StVO) stipulates a ban on using and carrying radar detectors : "Anyone whodrivesa vehicle may not operate or carry a technical device that is intended to indicate or disrupt trafficmonitoring measures. This applies in particular to devices for disrupting or displaying speed measurements (radar warning or laser jamming devices). "An infringement is subjectto a fine of 75 euros inaccordance with No. 247 of the Annex to theFines Catalog Ordinance (BKatV) and according to Annex 13 No. 3.2.15 of the FeV punishedwith a point in the driving license register (FAER).

The question of whether a smartphone carried by the driver is a technical device i. S. v. Section 23 (1c) sentence 1 of the StVO, which is intended to indicate or disrupt traffic surveillance measures, is controversial.
