With the privatization of the Deutsche Bundespost, the provision of fast Internet access was not defined as a task of Deutsche Telekom AG ( universal service ). The expansion of fast Internet access is carried out by all providers according to market principles. As a result, fast internet services are not provided in some regions because the number of customers is too small.

Broadband competence centers impart knowledge about market relationships, technical fundamentals and support market research. In some federal states, this is a requirement for the use of state subsidies.
