Under contract administration (also federal contract administration ) one understands in Germany the execution of federal laws by the authorities of the states on behalf of the federal government , as it  is regulated in Art. 85 GG.

Explanation

The Basic Law orders that the federal laws are implemented by the federal states “as a separate matter” ( Art. 83  GG). Exceptions such as the federal contract administration must be expressly ordered or permitted in the Basic Law. In the case of federal contract administration, the federal government can issue general administrative regulations. Furthermore, the state authorities are subject to the instructions of the competent highest federal authorities. The federal supervision extends to the legality and expediency of the execution. The Federal Audit Pursuant to § 91 BHO a right of inspection at the country's authorities.

The federal administration, however, carries out federal affairs itself through central and subordinate authorities of the federal government in some branches of administration (e.g. foreign service, federal finance administration , armed forces, federal customs administration ); these authorities are subordinate to the respective highest federal authorities.

Organ lending is to be distinguished from order management .
