The founding was decided in 1912 at the Conférence internationale de l'heure radiotélégraphique .

In 1987 the comparison of measurements of the Universal Time was taken over by the International Bureau of Weights and Measures and the tasks of the BIH in the area of ​​time correction were transferred to the International Service for Earth Rotation and Reference Systems.
