The CAAC Flight 2311 was a scheduled domestic flight from Lanzhou to Guangzhou with stops in Xi'an and Changsha . On December 24, 1982 this flight was carried out with an Ilyushin Il-18B . A serious incident occurred when a fire broke out from a dropped cigarette butt shortly before arriving at Guangzhou Baiyun Airport. Although the aircraft could be landed and evacuated, the fire killed 25 of 69 people on board.

The aircraft was an Ilyushin Il-18B from Soviet production. The machine, built in 1959, had the work number 189001401 and was registered with the aircraft registration number B-202 . The four-engine long - haul narrow -body aircraft was equipped with four Iwtschenko AI-20K turboprop engines with four-blade AW-681 propellers.
the accident
The first two flight segments were flown without any special incidents. In the afternoon, the crew on the last leg of the flight to Guangzhou prepared the landing. At 18 o'clock as the plane, the White geese basin (position) scanned, some passengers saw smoke on the height of a window of the left side of the cabin to rise the aircraft. Since the aircraft was only 12 kilometers south of the then Guangzhou-Baiyun Airport, the approach was continued. The pilots were able to land the machine normally at Guangzhou Airport.
When the machine had come to a standstill, the flight attendants opened the front and rear cabin doors and initiated the evacuation. The crew lowered the passenger stairs at the front entrance so that the passengers could escape. After the eleventh person had left the plane, the smoke became thicker and the passengers who were still on board had to jump out the back door. Two minutes after the door was opened, an open flame shot through the cabin. The fire brigade that had rushed to the scene was only able to extinguish the fire after about an hour. Of the 69 people on board, 25 could no longer escape from the machine. Another 33 passengers and four crew members were injured.
root cause
In the course of the accident investigation, investigators came to the conclusion that the fire was started after a passenger smoked on the plane and accidentally dropped the burning cigarette butt into a gap between the seat rail and the interior wall of the cabin. Then more and more smoke began to rise at this point, which eventually developed into a fire. In the gap between the inner walls where the smoke spread, the fire spread quickly due to the inflowing oxygen during the evacuation.
Another point of criticism in the accident report concerned the airport fire brigade at Guangzhou-Baiyun Airport. At the time of the accident, this was closed eating, which is why only one person was on duty. This delayed the arrival of the fire brigade at the scene of the fire to 10 minutes.
consequences
A year after the accident, the civil aviation authority imposed a smoking ban on domestic flights. It was not until 1993 that the smoking ban was gradually implemented on international flights.
