Carlos "Chacho" Álvarez (born December 26, 1948 in Buenos Aires ) is an Argentine politician and co-founder of the center-left party Frente País Solidario (FREPASO).

Álvarez studied history at the Universidad de Buenos Aires (UBA). Together with Fernando de la Rúa , he won the Argentine presidential election in 1999 and was vice-president under De la Rúa from 1999 to October 2000. The victory over the Peronists with their candidate Eduardo Duhalde was achieved through the formation of the Alianza , an electoral alliance of radicals ( UCR , De la Rúa) and FREPASO (Álvarez). After a corruption scandal in the Senate, Álvarez resigned in October 2000 in protest against the presidential line. After the socio-economic collapse and the failure of the De la Rúa government in December 2001 ( Argentina crisis ), FREPASO lost all political significance. Most of their supporters later found themselves in the camp of President Néstor Kirchner .

Álvarez was Secretary General of the Latin American Integration Association (ALADI) from September 1, 2011 to September 1, 2017 .
