Carlos Eduardo Lozano Tovar

Carlos Eduardo Lozano Tovar (born April 7, 1930 in Ortega , Tolima, Colombia ) is a former Colombian ambassador. Carlos Eduardo Lozano Tovar is the son of Felipe Lozano Góngora and María Cleotilde Tovar.

Carlos E. Lozano Tovar studied at the Roman University La Sapienza , Law and received his doctorate in 1956 in Jura. He then received a scholarship to learn German, where he met the young writer Gabriel García Márquez in Leipzig in 1957 . After this intensive German course at the Goethe Institute, he traveled to the GDR capital to complete a postgraduate course in economics at the Humboldt University in Berlin .

From 1974 to 1976 he was governor of the Tolima department, where he carried out important modernization measures. The history manual "Manual de Historia del Tolima" (Editor Pijao, Tomo II, Ibagué 2007) emphasizes that his actions in the education, health, electricity, spirits and lottery industries have made significant progress. The promotion of public works in environmental rehabilitation, aqueducts and sewer systems were an important part of this policy.

From 1976 to 1979 he was the Colombian ambassador to the GDR . During his diplomatic work he managed to double the banana and coffee exports. His actions have opened new trading lines for Colombia's textiles. Jeans and sports shoes from Colombia were mainly sold in the GDR markets. In return, Colombia received education. "With the help of experts from East Germany we were able to start the Inem (education and vocational schools) in Colombia. In addition, many young Colombians received scholarships for vocational training in technical and scientific professions," said the former ambassador in an interview on September 11, 2009 for the Colombian magazine Semana .

In 1989 he headed the Dirección Nacional de Instrucción Criminal . The new office created in this form at that time corresponded to that of a public prosecutor.

From 1991 to 1994 he was the Colombian ambassador to Bolivia.
