The Carter Doctrine is based on a " State of the Nation " by US President Jimmy Carter on January 23, 1980. This doctrine arose largely under the influence of Carter's security advisor Zbigniew Brzeziński and can be seen as the theoretical basis for the First Iraq War , the current Afghanistan and Second Iraq wars, as well as a possible war against Iran . It was intended to fuel the fear of an expansion of the military operations of the Soviet Union into the Middle East and was also considered to be the reason for the increase in the US armaments budget in 1980/81 by over 20 billion dollars to more than 158 billion dollars. As a result, CENTCOM was founded in 1983 as the US Armed Forces regional command center for the Middle East, East Africa and Central Asia.
