Committee on Climate Change

The Committee on Climate Change (CCC; Welsh y Pwyllgor ar Newid Hinsawdd ) is an advisory body established in the UK under the Climate Change Act 2008 .

tasks

The tasks of the CCC set out in the Climate Change Act 2008 include advising the government and parliament on the CO 2 budget including the CO 2 equivalents of other greenhouse gases (Section 34). The committee is also supposed to discuss the consequences if emissions of greenhouse gases from international aviation and shipping were calculated as if they came from sources in Great Britain (Section 35).

Finally, the committee should report annually on the progress made towards the CO 2 targets (Section 36). On request, it should perform further advisory tasks (Section 38).

Members

Members of the CCC (as of February 2018) are John Gummer (Chair), Julia King, Baroness Brown of Cambridge (Vice Chair), Nick Chater , Piers Forster , Rebecca Heaton, Paul Johnson , Corinne Le Quéré and Jim Skea .

Act

Many years of advisory activity triggered a whole series of public debates and formed the basis for legislative proposals, e.g. B .:

  • 2016/17: "CCC reports as a basis for government action plans" (Guardian)
  • 2017: "Savings for households despite additional costs for renewable energies due to lower energy consumption" (Independent)
  • 2018: "Government asks CCC for advice" ( Bloomberg News )
  • 2019: "Ban on gas heating systems and gas hobs in new buildings by 2025 at the latest" ( Guardian , Independent and New Scientist )

At the turn of April / May 2019, the British House of Commons decided on the basis of a report by the CCC to declare aclimate emergency ”.

The Committee on Climate Change was the model for the German Expert Council for Climate Issues , which was set up in 2020 in accordance with the Federal Climate Protection Act , but which was given significantly more limited powers.
