The Council Of Managers Of National Antarctic Programs - COMNAP ( Council of Managers of National Antarctic Programs ), which has been operating since 1988, is an umbrella organization of all 29 participating national associations and institutes that conduct their research in the Antarctic. She coordinates the transport logistics and research projects and, if necessary, takes on an advisory role at the Antarctic Treaty Consultative Meetings (ATCM). It creates guidelines for the environmentally friendly handling of waste, oil spills and aviation security.

While the scientists had had an umbrella organization for a long time with the Scientific Committee on Antarctic Research ( German  Scientific Committee for Antarctic Research ), with the establishment of COMNAP, such a coordination office was created for the first time for the operating companies operating on site. The guidelines are published in the four official languages of the Antarctic Treaty (English, French, Spanish and Russian). The secretariat is located in Hobart , Tasmania.
