Crown Entity

Crown Entity is the general term for various state-owned companies or institutions in New Zealand . The Crown Entities are legally separate from the Crown as the highest state body, work independently, but are fiscally incorporated into the state budget and arecontrolled and managedby the responsible ministers whoare registeredas shareholders undercompany law. The entities are divided into five different categories and weredefined accordinglyin 2004 with the Crown Entities Act 2004 (Act, English for law).

Crown Entity Categories

  • Statutory entities - companies that have been incorporated by law. For their part, these companies were again divided into three different categories:
    • Crown agent - must directly implement government policy according to the instructions of the responsible minister.
    • Autonomous Crown entity (ACE) - must take into account government policies when directed by a minister.
    • Independent Crown entity (ICE) - is generally independent of government policy.
  • Crown entity companies -100% state owned companies incorporated under the Companies Act 1993 .
  • Crown entity subsidiaries - companies thatwere founded under the Companies Act 1993 and are wholly or partially owned by Crown entity companies , i.e. their subsidiaries.
  • School boards of trustees - a type of school board defined byPart 9 of the Education Act 1989 .
  • Tertiary education institutions - Tertiary educational institutions, such as colleges for general education, polytechnics , special colleges, universities, and Wānanga 's (educational institutions with a Māori cultural context)defined byPart 14 of the Education Act 1989 .
