DALE-UV

The data exchange with service providers in the statutory accident insurance ( DALE-UV for short ) is an electronic data transfer process in the German health care system. The objective of the switch from paper-based procedures to DALE-UV is to avoid bureaucracy and to increase the efficiency of reporting and accounting between doctors and the statutory accident insurance providers . The DALE-UV process has been mandatory since January 1st, 2007.

Data acquisition and transmission

The data are recorded in the practice or hospital software of the attending physician ( transit physician or emergency physician). The data is encrypted, digitally signed, transmitted to the accident insurance institutions (accident insurance companies and professional associations) and processed there. The transmission can be handled in accordance with the D2D , VCS and PKCS # 7 standards . The data is received by the central data collection point (UNI-DAV) and transmitted to the responsible accident insurance institution.

The procedure supports standardized communication via reports and forms such as the transit doctor report (F 1000), the follow-up report (F 2106) and the invoice forms. The treating doctor will be reimbursed EUR 0.35 for the electronic transmission of a report (billing code 192 UV-GOÄ).

Software manufacturers must have their software certified according to the latest technical documentation.

criticism

When the procedure was introduced, delays, problems with the forwarding of reports and the demand for paper printouts during the transition period were criticized by doctors. It was also pointed out that the inadequate protection of the IT systems for the doctors can pose a security risk. However, the process is now used across the board.
