DDL intercettazioni

Disegno di legge “intercettazioni” ( DDL intercettazioni for short , Italian for “draft law interception”) is a draft law that was discussed in Italy in October 2011 for adoption.

The main content is a restriction of the extensive interception powers of Italian law enforcement authorities . At the end of the 1990s, according to a study by the Freiburg Max Planck Institute for Foreign and International Criminal Law, Italy was way ahead of the rest of the world with 76 telecommunications surveillance orders per 100,000 inhabitants. From around 15,000 ordered surveillance in 1992 and 44,000 in 1996, telephone surveillance increased to 124,326 in 2008.

The law on surveillance was proposed in 2008 by the Berlusconi IV cabinet and presented by Justice Minister Angelino Alfano . It was endorsed by the Chamber of Deputies in 2009 , then amended by the Italian Senate and again submitted to the Chamber of Deputies for a vote in October 2011.

One of the measures envisaged (paragraph 29) would empower every Italian citizen to request a reply from the operator of a blog or website within 48 hours , which does not need to be checked for correctness. Failure to comply will result in a fine of € 12,000. Due to fears by Italian-speaking Wikipedians that DDL intercettazioni will significantly hinder the operation of the website, all pages of this Wikipedia edition were forwarded to a protest declaration for almost two days at the beginning of October 2011. As a result, the discussion of the draft law was postponed on the agenda without giving reasons. Since this is a proposal by the Berlusconi government, this proposal will probably no longer be accepted in this legislature. Then it would have to be submitted again.
