Decentralized stakeholder evaluation

The IT procedure Decentralized Participant Assessment or DEBBI is a computer program that was introduced in the Federal Customs Administration on November 1, 2004 . The Java applet is loaded in the web browser .

The aim of the system is to enable all connected departments to assess the reliability of a customs operator. For this purpose, the results of audits ( import trade audits , foreign trade audits ), fine proceedings and criminal proceedings are recorded in DEBBI and an evaluation code is formed from these, which allows conclusions to be drawn about the risk factor of the party involved.

These mean in detail:

  1. low risk or reliability
  2. medium risk
  3. big risk.

As a rule, the numerical value is only indicative for a rough classification of the person involved. A really accurate assessment of the parties involved is only possible by evaluating the processes leading to the assessment. Therefore, this is intended for the granting of the status of Authorized Economic Operator by BMF decree.

As of Release 7.0 of the ATLAS customs software , the respective assessment of the parties involved is displayed for customs declarations.

The Central Risk Analysis Office is responsible for the technical issues of the system, while the system is technically supported by the Center for Information Processing and Information Technology .
