The diagnostic center for the penal system in Mecklenburg-Western Pomerania was opened in July 2005 in the JVA Bützow . By then Mecklenburg-Vorpommern the first state with such a device. From January 1, 2008 to April 30, 2018, the diagnostic center was located in the JVA Waldeck in Dummerstorf in the Rostock district . After the last change in enforcement jurisdiction, the diagnostic center has been back in the Bützow prison since May 1, 2018 .

The aim and task of the diagnostic center is to ensure the quality standards in treatment planning and in relaxation prognosis (that is, the prediction of whether there will be (no) incidents during relaxation in the penal system). The department is responsible for prisoners with particularly serious and high-profile offenses (Sections 174 - 184b, 211 - 216 StGB).
Prisoners who were arrested for sexual offenses or homicides are first examined psychologically as part of the treatment examination for prison planning. Depending on the result of the initial examination, the prisoners are transferred from the diagnostic center to the responsible department of a prison in the country with the prepared prison plan . The prisoners are again presented to the diagnostic center to decide on their suitability for relaxation. On the basis of the development diagnosis to be made now, a prognosis for further probation (risk of relapse) is made. At the time of the treatment requirements that still exist at the final examination lead to a negative risk assessment if a connection to a possibly limited probation prognosis is recognizable.
In addition to the early prognosis of the risk of relapse , timely planning results in a significant improvement in the implementation of necessary treatment measures. In addition, the existing structure enables a strict separation of diagnostics and treatment.
