DigiNotar was a Dutch certification body . DigiNotar BV , founded in 1997 by Dick Batenburg in Beverwijk , specializes in services for notaries (including the Koninklijke Notariële Beroepsorganisatie ) and the state public key infrastructure in the Netherlands .

The company was taken over by VASCO Data Security International in January 2011 . In early September 2011 it became known that an attacker had issued unauthorized certificates for various domains (including google.com). These have been shown to have been used for wiretapping attacks on Iranian citizens. The affected certification authorities ("CAs") were then removed from their systems by some browser and operating system manufacturers. As a result, legitimate DigiNotar certificates are no longer recognized as valid, which has serious consequences for the IT infrastructure, since DigiNotar certificates are also used for the state public key infrastructure in the Netherlands. DigiNotar was declared bankrupt on September 20, 2011 .
