The Directorate for Thoroughbred Breeding and Races eV is the final authority for all questions in horse racing in Germany. Despite its name, it is not an authority or a department of a ministerial area, but an association under private law, whose authority and authorization for the area it administers is based on a federal regulation.

The association emerged in 1947 from the Union Club founded in 1867 or its executive body, the so-called "Supreme Authority", and its headquarters are in Cologne- Weidenpesch . It is the central breeding organization prescribed by the German Animal Breeding Act for the breeding of English thoroughbred horses in Germany and manages the General German Stud Book (ADGB). In addition, at the national level - in accordance with international rules - it defines and monitors the racing rules (so-called racing regulations - "rules of racing"), issues licenses for trainers, jockeys , horses and owners, and sets the standards for the racing fields , monitors the medical care of the horses and last but not least takes care of all questions about doping for horses and their riders.

Its English equivalent is the Jockey Club .
