The tournament was divided into a preliminary round and a final round. The eight participating teams first played a simple round-robin tournament . The first four played for the title in Poule Haute , the last four in Poule Basse against relegation. The total of the team points (2 points for a win, 1 point for a draw, 0 points for a defeat), then the number of board points (3 points for a win, 2 points for a draw, 1 point for a one loss, 0 points for one loss without a fight). For the final placement, both the points from the preliminary round and the points from the final round were taken into account.

The competitions were held on November 9, 16 and 30, December 14, 2003, January 11 and 25, February 8 and 29, March 14 and 28, 2004.

Poule Haute
Differdange went into the finals with two team points and eight board points ahead of Dudelange and thus had the best chance of succeeding Bonnevoie. After both Differdange and Dudelange won the first round, Dudelange won in direct comparison with 19:13 and thus shortened the gap to two board points. In the last lap, Dudelange equalized the deficit, so that the direct comparison decided the title. Differdange was only able to counter the 13:19 defeat in the final round with an 18:14 in the preliminary round, so that Dudelange became the new champion.
While Schëffleng's second team was already relegated two rounds before the end, the decision about the second relegated team was only made in the last round. With a big win, Dudelange's second team could have saved themselves, but they lost and were relegated.
