Dormagener model

The Dormagener Modell describes a project to prevent domestic violence and child abuse . It was developed and implemented in 2006 by Heinz Hilgers , Chairman of the German Child Protection Association and then Mayor of Dormagen .

history

On the occasion of current studies, which state that a steadily growing proportion of young parents are burdened by social or professional pressure, that one eighth of all children live in poverty and that the number of child abuse is constantly increasing, Heinz Hilgers saw himself forced in 2006 to for the development of newborns and toddlers, to counteract negative development. He based his finding solutions especially in the so-called. Neuvola system of Finland , which provides that midwives and nurses work closely with expectant parents before birth, and the family policy of Denmark , the u. a. states that every family is visited by a social worker after the birth of a child.

The model

The model envisages that contact with the parents is established in quiet times, so that early intervention can be made if there are concerns about the upbringing or the child's well-being. After the birth of a child, a visit by a social worker is planned, who will hand over a baby welcome package (advice, language promotion calendar , etc.), but at the same time use the opportunity to get an impression of the family's circumstances. If concerns are found, the family can be offered support from the youth welfare office or other social institutions.

The planned measures are, for example, personal advice before and after the birth, regular home visits, a care place guarantee and the assumption of costs for e.g. B. Tutoring, learning materials or lunch.

implementation

After the drafting of the concept, it was unanimously decided in October 2006 in the Dormagen city council, despite some criticisms ( general suspicion , privacy ) with 44: 0 votes from the seven parties represented in the city council. Annual costs of 3.4 million euros are expected for the implementation of the model.
However, due to legal regulations regarding privacy, parents can refuse a visit.

reception

The concept and its implementation were received extremely positively in Germany. Almost all of the affected parents agreed to the Dormagen model. The then North Rhine-Westphalian Family Minister Armin Laschet was also convinced and announced that he wanted to introduce the model nationwide.
In various other cities similar ideas were developed and partially implemented in the following years.
