ELWIS is the El ektronische W asserstraßen- I nformation s ervice of German waterways and shipping administration of the Federation (WSV) with instructions for all ship operators on German maritime and inland waterways. With the help of the information in ELWIS, the boaters should be helped to plan their voyage better. That affects u. a. has a positive effect on the flow of traffic and thus also on safety on the waterways .

In ELWIS are u. a. Water level and traffic information as well as the relevant laws and ordinances for inland navigation are available in their current versions. Information on the infrastructure of the waterways, traffic statistics and advice for recreational boating are also stored. The range of information is rounded off by specialist addresses, accessibility and internet links. All information is made available centrally and free of charge in ELWIS as a service of the WSV .

In ELWIS there are static pages that do not change daily (e.g. legal texts). These pages are maintained centrally by the Telematics (Inland) specialist group at the Waterways and Shipping Directorate Southwest. There are also pages whose content is updated daily or hourly. On the basis of the pending framework laws (EU RIS Directive), the messages for inland shipping (NfB) should be exchanged across borders in the same way as shipping. For this purpose, it is intended to use standardized text modules that can be automatically translated and processed further (e.g. route planner ).

In May 2004 the Central Commission for Navigation on the Rhine (CCNR) decided on the “Notices to Skippers - Standard”, which defines the content of the text modules to be used and the syntax of the messages. The resulting requirements are currently being implemented in the ELWIS module Messages for Inland Shipping (NfB).

In addition to the provision of information, information processing, presentation and software ergonomics are continuously being further developed in order to optimize the ease of use and the practical value of ELWIS.

At the moment, the information focus of ELWIS is in the inland area. For the further development of information, it is checked which additional information from the coastal areas (e.g. information sheets, water level information, etc.) should be stored in ELWIS.
