The EN 16247 is a European standard , the requirements for high-quality energy audit sets. Part 1 "General Requirements" was published in June 2012, in October 2012 also as DIN standard DIN EN 16247-1 . All five parts have been published since 2014:

In Germany, carrying out an energy audit in accordance with DIN EN 16247-1 is a possibility for small and medium-sized companies in the sense of Recommendation 2003/361 / EC of the European Commission to meet the requirements of the Electricity and Energy Tax Act for peak compensation.

Goal of the norm

The implementation of an energy audit, i.e. a systematic examination of the energy use and consumption of organizations, plants, buildings and systems is an important basis for improving the energy efficiency and reducing the energy consumption of organizations, especially in commerce, industry or the housing sector. The standard specifies requirements for a good quality energy audit and is intended to ensure clarity and transparency in the market for energy audit services.

EN 16247-1 (general requirements)

The EN 16247-1 consists of 5 sections:

Quality requirements

Among other things, this section requires energy auditors to be suitably qualified and experienced, to keep information confidential and to disclose any conflicts of interest in a transparent manner. The energy audit must be adequate, complete and representative, include an analysis of the economic viability of the energy saving opportunities and the results must be verifiable.

Elements of the energy audit process

The objectives, requirements, scope and limits of the energy audit, the period of its implementation and requirements for the data to be collected before the start of the audit must be agreed before the audit. The actual audit consists of a kick-off meeting, data collection (historical data on energy consumption, previous investigations with regard to energy and energy efficiency, energy tariffs, etc.), an outdoor use (inspection of the property to be checked to evaluate the use of energy and to determine areas and processes where additional data is required), an analysis (including: determining energy flows and energy balance as well as factors influencing energy consumption, determining suitable energy indicators, evaluating possible savings and the necessary investments) and the creation of a report. This will be handed over and explained in a final meeting.

EN 16247-2 (buildings)

The EN 16247-2 includes specific requirements, methods and results of an energy audit for buildings. It is applicable to all buildings and groups of buildings with the exception of private dwellings.

It includes additional requirements that must be observed for energy audits with regard to buildings and supplements the general requirements for energy audits, which are specified in DIN EN 16247-1.

EN 16247-3 (processes)

This part of the European Standard on Energy Audits specifies the requirements, methods and results for an energy audit that is carried out for industrial locations; it applies to locations where energy consumption is caused by processes, by equipment in relation to these processes and by circumstances that are necessary for operation and that are directly related to the process.

EN 16247-4 (transport)

This part includes additional requirements that must be observed for energy audits with regard to transport and supplements the general requirements for energy audits.

EN 16247-5 (competence of energy auditors)

This standard can be used to define qualification programs for energy auditors at national level. The standard also takes into account that the competence required for an energy audit according to EN 16247-1 (possibly supplemented by Part 2, Part 3 and / or Part 4) can either be covered by an energy auditor or a team of energy auditors.

Delimitation from ISO 50001

The requirements of EN 16247 roughly correspond to those of the planning steps of the globally valid ISO 50001 “Energy Management Systems ” standard , which also requires the further implementation of measures, their review and, if necessary, improvement measures.
