The EORI number ( E conomic O perators' R egistration and I dentification) is the successor to the customs number on EU plane. It serves to identify economic operators and is intended to facilitate automated customs clearance . Without a valid EORI number, customs activities in the EU are no longer possible (except for private individuals who only occasionally submit - fewer than 10 - written or electronic customs declarations). Every independent and legally competent economic operator receives only one single EORI number, as this is used as a Europe-wide identification feature.

The EORI number can contain up to 17 characters. It begins with the two-digit country prefix ( ISO 3166 ) of the respective member state that assigns it, followed by up to 15 characters. In certain cases, additional country prefixes may be included.

The respective national registry of the EORI number can be found on a website of the European Union. The EORI number is assigned in Germany and Austria by customs .

Legal basis

The EORI number was introduced with Regulation (EC) No. 312/2009 in Article 4k of Regulation (EEC) No. 2454/93 (Customs Code Implementing Regulation). Since May 2016 it has been determined by Article 9 Regulation (EU) No. 952/2013 in conjunction with Article 1 No. 18 of Delegated Regulation (EU) 2015/2446.

Checking the EORI number

Every economic operator must check the validity and correctness of the EORI number of his contracting partner on an EU website when shipping to the EU customs area. The name, full address of the contractual partner and the corresponding validity notice are displayed.

It is necessary to check the EORI number so that B. can be stated on the commercial invoice for import and there is no delay or return of the goods during import.

Exceptions when using the EORI number

The use of an EORI number is only required if the contractual partner and recipient of the consignment in the EU meets the criteria as an economic operator. This is generally not the case if an act relevant to customs law in the EU customs area is not related to a business activity, usually in the case of imports by private individuals.

Situation in Germany

In Germany, EORI numbers were generated on request from valid customs numbers of the economic operators. These consist of the country prefix DE and the seven-digit former customs number. Since the beginning of 2012, 17-digit EORI numbers have also been generated in Germany, the country prefix DE and 15 digits. Existing nine-digit EORI numbers remain valid.

In France, the EORI number consists of the country prefix "FR" and the so-called, usually 14-digit, " numéro SIRET ". Since the SIRET number is already assigned and known to the French company, it only has to put the country prefix "FR" in front of it to get the EORI number. This number, composed in this way, becomes valid after registration with the national registration authority.

Situation in the Czech Republic

In the Czech Republic , the EORI number begins with the country prefix "CZ". This is followed by the tax number " IČO, Identifikační číslo osoby " of the respective economic operator . The EORI number must be applied for at the customs office responsible for the company's headquarters in the Czech Republic so that it can be activated.
