EU seed regulation

from Wikipedia, the free encyclopedia

The planned EU Seed Regulation should combine various EU directives for the sale of seeds and harmonize them across Europe. That would have meant that there would no longer have been any national leeway for implementation in the member state. The members of the European Parliament clearly rejected the proposals of the EU Commission on March 11, 2014 with 650 to 15 votes.

Starting position

There are currently twelve guidelines, including:

  1. Council Directive 66/401 / EEC of June 14, 1966 on the marketing of fodder plant seed (OJ EC No. 125 p. 2298/66), last amended by Directive 2004/117 / EC (OJ EU No. L 14 P. 18);
  2. Council Directive 66/402 / EEC of June 14, 1966 on the marketing of cereal seeds (OJ EC No. 125 p. 2309/66), last amended by Directive 2004/117 / EC (OJ EU No. L 14 P. 18);
  3. Council Directive 2002/54 / EC of June 13, 2002 on the marketing of beet seed (OJ EC No. L 193 p. 12), last amended by Directive 2004/117 / EC (OJ EU No. L 14 p . 18);
  4. Directive 2002/55 / EC of the Council of 13 June 2002 on the marketing of vegetable seeds (OJ EC No. L 193 p. 33), last amended by Directive 2004/117 / EC (OJ EU No. L 14 p . 18);
  5. Council Directive 2002/57 / EC of June 13, 2002 on the marketing of seeds for oil and fiber plants (OJ EC No. L 193 p. 74), last amended by Directive 2004/117 / EC (OJ EU No. L 14 p. 18).

draft

The European Commission presented the project to the public on May 6, 2013. A first draft has been published. The regulation is expected to enter into force in 2016, according to the Commission's plans. Critics feared hurdles that can only be overcome by large corporations such as Monsanto , Syngenta , Bayer CropScience or KWS Saat . Some associations started a joint petition.

The draft was rejected by the European Parliament in 2014.
