The seed regulation is a German regulation . It was issued on January 21, 1986.

It implements a number of EU directives for various areas that affect manufacturers of seeds . These are to be brought together in the future in the EU Seed Regulation , the draft of which has been available since 2013.

The main point of the regulation is the seed test, which relates to seeds of all agricultural species except potatoes and vines and for seeds of vegetable species, is the recognition of seeds before they can even be placed on the market. There are requirements for varietal authenticity and varietal purity.

Varietal authenticity should guarantee genetically fixed quality features. This can be checked using genetic diagnostic methods. Varietal purity refers to the proportion of foreign varieties in the seed that must not exceed a certain maximum threshold (depending on the variety).

In Germany there are 15 certification bodies.
