EURETS
EURETS (Abbreviation for European Emergency Temporary Shelter ) is a European program for the provision of emergency and temporary shelters. The program pays special attention to camp management. It was initiated by the Arbeiter-Samariter-Bund of Austria .
concept
EURETS is a program for the provision and management of emergency shelters (Emergency Temporary Shelter - ETS). An ETS offers emergency and makeshift accommodation with all the necessary services, mainly in the initial phase of a disaster. An ETS is a tent camp designed for 250 people. If an offer of help is accepted, the ETS module is ready to leave no later than 12 hours later and remains in the area of operation for a maximum of 4 weeks or a handover process is initiated.
The project aims to develop a management system that according to the UNHCR standards:
- is designed for 80 beneficiaries (1 community comprises 16 families with 5 members each),
- to accommodate up to 240 beneficiaries (3 communities = capacity of an ETS module) with additional equipment and
- can be increased to 4 ETS modules (1,000 beneficiaries)
The EURETS Management System uses locally purchased equipment to support the economy of the country concerned, and uses the existing equipment of the EU member states. Tents and equipment are provided by the EU member states.
The project pays special attention to camp management. Each team includes a team leader, a deputy team leader, a liaison officer, a doctor, one or two paramedics, two psychologists and four to twelve employees. All-wheel drive vehicles and a fully equipped office container are available to the team.
history
The Austrian Samaritan Association, in cooperation with the Slovakian Samaritan Association, the Styrian state government and the German Johanniter-Unfall-Hilfe , participated in a project tender by the European Commission and developed EURETS. EURETS has been operational since July 2010. The project was first used in a NATO exercise in Armenia.
