Income for social inclusion

The income for social inclusion (French = Revenu d'inclusion sociale , short: REVIS) is a legislative project of the Grand Duchy of Luxembourg , which is intended to support low-income households financially. From 2018, REVIS will replace the previously applied guaranteed minimum income (French = Revenu minimum garanti , or RMG for short), which has been in place since 1986.

According to official Luxembourg statistics, part of the population lives below the poverty line . It is for this reason that the guaranteed minimum income was created. The legislative project has been adapted over the years: e.g. B. In 1999 a right to a guaranteed minimum income (RMG) was introduced. In 2018 the draft law was amended and renamed.

According to the Ministry of Family Affairs, more than 10,000 households received the guaranteed minimum income RMG. Rounded up, that adds up to around 20,000 people, including 7,000 children. More than half of the households (54%) were adults living alone. Around a fifth of households (21%) were households with two adults and one or more children. The remaining 13% of recipients of the guaranteed minimum income are often considered to be the economically weakest households: single parents with one or more children. According to the Family Ministry, around a third of those receiving the RMG were between 30 and 49 years old.

The RMG

The guaranteed minimum income has been a legislative project since 1986. It should serve to secure the financial existence.

conditions

In general, every applicant has the right to the RMG if the following conditions are met:

The applicant must be at least 25 years old.
The income of the applicant or a household must be below the social minimum wage.
The applicant must be ready to take any opportunity that can improve the applicant's situation.
The applicant must be registered in Luxembourg and be domiciled and actually residing in Luxembourg.

It is important that the person making the application is motivated and ready to look for a new job or attend training courses.

Some exceptions existed for those who were not citizens of a European member state or a state of the European Economic Area and for those who were stateless or political refugees. They had to have lived and registered in Luxembourg for at least 5 years during the last 20 years of their life.

The REVIS

The income for social inclusion (REVIS) will replace the previously applied guaranteed minimum income (TMG) from 2018. Essentially, REVIS supports low-income households financially by providing a minimum income to people who meet certain conditions. There are also measures for professional and social integration. These will be called activation measures from 2018. There is a separate website for REVIS with a lot of information.

Components

The REVIS consists of an integration allowance and an activation allowance. The amount of these allowances depends on the household community and the income of the applicant.

Integration allowance

- the former "grant" of the RMG: This is a financial grant with which people who have no income or whose income is below a certain amount receive a basic amount to cover their livelihood.

Activation allowance

- Formerly "integration allowance" from the RMG: This is a wage supplement for participants in an activation measure. The activation allowance is calculated on the basis of the social minimum wage for an unskilled worker, based on the number of hours worked.

Request

Specifically, every REVIS applicant must register for the first time with the employment agency ( Agence pour le développement de l'emploi - ADEM), which creates a profile of the applicant. If this “profiling” reveals that the person concerned has specific needs relating to his or her professional and social services, this person is referred to the National Office for Social Inclusion ( office nationale d'inclusion sociale - ONIS for short). Applicants who are able to work are encouraged and trained there in order to be able to carry out a professional activity. If the need arises, an activation plan will be drawn up between the applicant and an officer of the responsible ONIS.

To apply for REVIS, the applicant must fill out a form and submit it by post or in person to the National Solidarity Fund (French = Fonds nationale de solidarité ). Several documents must be attached to the application. The application form can be easily downloaded from their website. The website also offers an introductory video. Those who were previously entitled to the guaranteed minimum income are automatically entitled to the social inclusion income.

In order to apply for REVIS, the applicant must meet the following conditions:

  1. Residence in Luxembourg and residence at the registered address
  2. Right of residence
  3. Entry in the National Register of Natural Persons (RNPP)
  4. Age at least 25 years; Disposing of - alone or with his household community - income that is below the statutory upper limits

The prerequisite is that the person is looking for a job and is and remains registered as a job seeker with the employment agency (ADEM). The conditions of exceptions and special provisions of third-country nationals , EU citizens and citizens of the European Economic Area and their family members can be found on the official state website.

In the event of disagreement with a decision of the National Solidarity Fund (FNS), the recipient can file an action within a period of 40 days from the notification of the decision. In general, all persons belong to a household community if the persons live in a common household and have a common budget that does not exceed a minimum budget. Exactly which documents these are and which exceptions apply can be found on the official website of the ministry.

The revision can also be requested for the period in which the applicant is in prison or receives a suspension of the prison sentence or a release on parole.

amount

The amount of the REVIS depends on the household community and the sum of their income. The applicant must provide the FNS with all of his gross income and assets, as well as the income and assets of his household. The details and supporting documents to be provided are on the state website.

The FNS regularly checks whether the entry requirements are still met. The integration allowance is canceled if the conditions for its approval are no longer met. It will be discontinued, reduced or withdrawn retrospectively if

  1. the elements for calculating the integration allowance change
  2. the allowance was granted due to a material error
  3. the recipient has provided incomplete or incorrect information

Since the so-called "index tranche" occurs in Luxembourg almost every year, the amount of the REVIS changes accordingly, as the minimum income can vary over the years. A list of the respective amounts is given on the Internet.

criticism

Since this REVIS legislative project has not been in practice for long, it seems to be too early to bring together meaningful results. However, some statements have already been made about REVIS:

In contrast to the RMG, more than one person in the household community can now purchase REVIS, which is a good innovation.

In addition, REVIS now immunizes income to 25%, i.e. This means that a quarter of the salary can be kept without the REVIS being reduced. The aim is to motivate unemployed people to look for a job (whether part-time or full-time)

The cost of REVIS should not be much more expensive than the RMG: in the first year 170.1 million euros (RMG: 166.4 million euros), in the second year 167.8 million (RMG: 167.5 million) and in the third year 165.7 million (RMG: 168.7 million).
