The Council of Europe's Development Bank (Banque de Développement du Conseil de l'Europe, CEB) is the financial policy instrument of the Council of Europe's social policy . It is directly subordinate to the Council of Europe as the highest authority. The bank has 41 member states. Rolf Wenzel from Germany has been the governor since April 8, 2011.

The development bank's activities cover three areas:

  • Strengths of social integration: help for refugees and displaced persons, housing for the less well-off, improvement of living conditions in town and country.
  • Environmental management: preventing environmental disasters, protecting the environment and preserving cultural heritage.
  • Developing “human capital”: promoting education and health.
