First state official

The First State Official (ELB) is, in accordance with Section 42 (5) of the Landkreisordnung in Baden-Württemberg, the deputy of the Landrat and head of the state administration, which the Landratsamt performs as part of its dual function as a district and state authority (lower administrative authority). The first state official is appointed by the state government in consultation with the district administrator.

He is classified in grade A 16, B 2 or B 3 depending on the size of the district .
