European Agricultural Guidance and Guarantee Fund

The EAGGF (European Agricultural Guidance and Guarantee Fund for Agriculture) was until the end of 2006, a fund for the financing of the Common Agricultural Policy ( CAP ) of the EU . In addition to the European Regional Development Fund (ERDF), the European Social Fund (ESF) and the Financial Instrument for Fisheries Orientation (FIFG), it was one of the so-called " Structural Funds " within the meaning of Regulation (EC) No. 1260/1999 of the Council of June 21, 1999 laying down general provisions on the Structural Funds. It was brought into being in 1962 with Regulation No. 25 of the EEC. The size of the EAGGF recently made up around half of the budget of the European Union. In 2004 alone, the EAGGF accounted for around EUR 43.6 billion of the EU's 91.8 billion expenditure. It consisted of two departments, the Guarantee Department and the Guidance Department, with the former - with, for example, EUR 38.2 billion in the 2004 budget - binding the bulk of the EAGGF's financial resources.
At the beginning of 2007, a new funding period began. The new Council Regulation (EC) No. 1290/2005 of June 21, 2005 now regulates the financing of the common agricultural policy. Some of these provisions will apply from October 16, 2006. As a result, the EAGGF has been split into the European Agricultural Fund for Rural Development (EAFRD) and the European Agricultural Guarantee Fund (EAGF).

Guarantee department

The Guarantee department was responsible for financing the following areas:

  • Refunds for export to third countries
  • Interventions to regulate agricultural markets
  • Support of veterinary measures and controls
  • Animal disease monitoring and control and phytosanitary measures
  • Measures to provide information about the CAP
  • Rural development measures

It was replaced by the EAGF.

Alignment Department

The Orientation Department was responsible for other rural development expenditure in less developed regions, such as B. LEADER funding . It was replaced by the EAFRD.

IT security

In March 2005, the Commission tightened its criteria for the proper management of financial resources with a new regulation. From 2008 the paying agents of the federal states have to apply an internationally recognized standard for the security of the IT systems. For the implementation of the regulation, the federal states have agreed on the application of the IT basic protection manual of the Federal Office for Information Security (BSI).
