European Neighborhood and Partnership Instrument

The European Neighborhood and Partnership Instrument (ENPI) is a funding instrument of the European Union . It is the main source of funding for the 17 partner countries (including Russia) of the European Neighborhood Policy .

The ENPI replaces the cooperation programs TACIS (for the Eastern European partner countries) and MEDA (for the partner countries in the Mediterranean region). For the period 2007–2013, the total allocation for the ENPI is just under € 12 billion.
