The bill on the development of national highways ( Trunk Road Upgrading Act , FStrAbG ) explains the construction and expansion of federal highways to sovereign tasks of the Federal . The network of federal trunk roads is being expanded according to the requirement plan for federal trunk roads, which is annexed to the law. The construction and expansion projects included in the requirement plan correspond to the objectives of Section 1 (1) of the Federal Highway Act .

The expansion takes place according to the stages that are specified in the requirement plan and according to the available funds. The current requirement plan is the Federal Transport Infrastructure Plan 2030 .
