Under the name floriantv the presented themselves from 1 April 2004 to 31 December 2008 Open Channel Dortmund as a citizen TV station and the drafting group the Unifernsehen - do1 . floriantv was the only open channel in the Dortmund cable network; it was opened on June 1, 1985 as part of a cable pilot project, as Germany's second open channel in Germany.

The West German broadcasting acted after the creation of the open channel, first as a carrier of the project, but was established in March 1988 the open channel Dortmund e. V. replaced. In 1995 the Offene Kanal Dortmund was the first open channel to publish its own website. In 2004 the TV program was renamed floriantv (cooperation between the Offener Kanal Dortmund eV association and the Journalism Institute of the University of Dortmund ).

At the beginning of the new millennium, the Open Channel gradually changed its profile. Qualification and training in the dual and university area became more and more important. Close cooperation with u. a. the Institute for Journalism at TU Dortmund University , the German Radio Academy , the Robert Bosch Vocational College and the Gelsenkirchen University of Applied Sciences supported the restructuring. Parallel to this process, the open access area felt the change in media use and production by citizens. In recent years, the number of users has continuously decreased. Due to the shift in focus, the Open Canal could not do much to counter this. Therefore, he mainly concentrated on the pre-professional orientation of young people (internships and school projects), the supervision of permanent production groups and project work.

After more than 23 years, floriantv ceased broadcasting on January 1, 2009 in the Dortmund cable network.

Last year, the State Agency for Media announced that it intends to fundamentally modify the existing system and the previous support for citizens' television in North Rhine-Westphalia. With the decision of the media commission of the LfM on December 12th to award the project “training and test television” to the TU Dortmund, the redesign of the citizen media was heralded.
