The Vienna Social Fund (FSW) is a fund of the City of Vienna created in 2000 in accordance with the provisions of the Vienna State Foundation and Fund Act. It is organized in the private sector and serves to fulfill charitable purposes.

Company purpose and activities

The task of the Vienna Social Fund (FSW) is the planning, mediation and promotion of social services for people with care and support needs, disabilities, debt problems and mobility needs as well as for people without a home or apartment in Vienna. He is also responsible for the basic care of foreigners in need of help and protection in Vienna. The Vienna Social Fund supports both people directly (subject funding) and institutions and projects (property or project funding).

The FSW has five subsidiaries with the following areas of activity:

In addition, the FSW is responsible for running the telephone health advice service 1450 in Vienna.

In 2019, 112,300 people made use of the FSW's services, the funding expenditure fed by public funds, cost contributions and other operating income amounted to 1.9 billion euros.

Legal basis

As a legal entity with assets that are not permanently dedicated, the Vienna Social Fund (FSW) is subject to the provisions of the Vienna State Foundation and Fund Act. The content and financial control lies with the City of Vienna, tasks and services are provided for the municipality of Vienna.

Management of the Vienna Social Fund (FSW)

The Vienna Social Fund is managed, controlled and managed by the Board of Trustees, Presidium and Management.

The Board of Trustees consists of seven to ten members from the social and health services, youth welfare, women's affairs, housing and financial administration departments of the City of Vienna. It can decide on funding guidelines on the proposal of the management.

The presidium consists of the chairman of the board of trustees and two deputies. His area of ​​responsibility includes holding meetings of the Board of Trustees and making important decisions (e.g. approving the budget estimate and annual financial statements).

An advisory board consisting of at least ten members and ten substitute members provides direct information to the members of the Vienna City Council. These are divided among the campaigning parties in proportion to the municipal council members belonging to them.

In 2000 the City Council of Vienna decided to set up the Vienna Social Fund (FSW) with the aim of bundling all addiction prevention and addiction aid activities of the City of Vienna in a private organization.

In 2001, the Vienna Social Fund started its work under Managing Director Peter Hacker . The FSW experienced a significant expansion of its area of ​​responsibility in the course of the structural reform of the Viennese health and social services: In 2004, he took over the agendas of the previous municipal department 47 “Care and Support” and parts of the previous municipal department 12 “Vienna social” as well as the senior citizens' office of the City of Vienna. In addition, the subsidiary Obdach Vienna non-profit GmbH (formerly "living again"), FSW-Wiener Pflege- und Betreuungsdienste GmbH and debt counseling Vienna non-profit GmbH were founded or taken over this year.

In 2006 the addiction and drugs division was spun off from the Vienna Social Fund. The Education and Training Center Social Vienna GmbH (AWZ Social Vienna) was founded in 2010. In 2015, FSW managing director Peter Hacker became refugee coordinator of the City of Vienna on the occasion of the refugee movement.

In 2017 the implementation of a telephone health consultation in Vienna began. The health number 1450 is a project of the Austrian health reform in cooperation with the Federal Ministry of Labor, Social Affairs, Health and Consumer Protection and the main association of Austrian social insurance agencies.

In 2018 Peter Hacker became City Councilor for Health, Social Affairs and Sport in the Vienna City Government, and Anita Bauer became the new Managing Director of the FSW.

On January 1, 2020, the Board of Trustees of Vienna Youth Housing was incorporated into FSW-LGM GmbH.
