Forums are foreign landowners and traders who are affected by local politics , although they are neither citizens nor residents of a municipality. They are also called “Ausmärker” (as participants outside the municipality's mark).

The term occurs in the area of ​​municipal regulations. Forums bear burdens that result from their affiliation to the municipality (e.g. trade tax) and, in return, are authorized to use public facilities of the municipality in the same way as residents (cf. e.g. § 30 (2) NKomVG , § 8 Abs. 3 GO NW, Art. 21 Abs. 3 BayGO). As a rule, they also have special rights of objection to the draft budget charter (see Section 80, Paragraph 3, Sentence 2, GO NW).
