Free pass

A free pass was a certificate for goods imported duty-free into the member states of the Zollverein , mostly for items that were imported on the private bill of the princes of these states.

In the German Reich , it was a certificate that was issued on request for goods that were only temporarily imported or exported and returned in unchanged condition and not chargeable by customs. So-called free registers for write-downs and write-offs were kept for goods that remained under customs control.
