The GUV / FAKULTA - union support facility of the DGB unions is a self-help facility of those unions that have come together in the German Trade Union Confederation (DGB). It protects the members of a DGB union against liability risks associated with professional activity.

history

The facility was founded in 1910 by the German Transport Workers Association (DTV). She started her work on April 1, 1910. The foundation goes back to an application by the Berlin motor vehicle drivers to the DTV Association Day in 1909 and essentially had a political background.

In 1946 the faculty was re-established in the Soviet zone of occupation as a facility of the FDGB . On January 5, 1950, the DGB in the Federal Republic of Germany founded the “Union legal protection and liability support facility for the transport professions of all branches of the economy within the framework of the German trade union federation old faculty”, called GUV for short.

Self-image and task

When it was founded, pension and other benefits for employees were regulated in so-called company funds. However, strict reprimand clauses were regulated in their statutes. Anyone who quarreled with their employer , who organized themselves in a union or even took part in labor disputes , not only lost their job. He was also no longer entitled to benefits from the health insurance funds, most of which were self-financed. The tram drivers initially resisted this with the demand for an association-internal support fund. The employers should be denied access to and decisions about these funds. As a result, employees from other areas joined the initiative.

Legal protection was particularly important, as they were regularly sentenced to high compensation payments and imprisonment.
The basic idea and the aim of setting up our own relief fund was to reduce risks for employees in the transport sector. This goal was achieved through the creation of a support facility based on the union solidarity fund principle. An “emergency anchor” was created that always takes effect when insurance companies or other institutions no longer provide support. In particular, if damage is caused by negligence , this is usually the case.

To this day, nothing essential has changed in this basic idea and this objective. Up to the year 2000 around 200,000 members were supported. In many cases this has ensured their standard of living and their jobs. In some cases, however, they could also be saved from economic ruin. The Auto Club Europa (ACE) emerged from GUV / FAKULTA in 1965 .

Development after 1990

Until 1990, the GUV / FAKULTA services were only valid for employees in transport professions. They have been in force since 1991 for business driving, transporting or operating vehicles of all kinds. They also apply to all those indirectly involved in road traffic, to all journeys to and from work and to all journeys to and from trade union events. The restriction to transport professions has been lifted.

Since November 1, 2008, the facility has again expanded its services and thus adapted them to the advancing circumstances. Since then, their services no longer only apply to driving and transporting, but to all professional activities. A few professions are excluded from this. These are those for which a separate professional liability insurance is required by law or by professional law (doctors, notaries, etc.).

After the reunification of Germany , the members of FAKULTA were transferred to the GUV / FAKULTA, which now operates throughout Germany.

GUV / FAKULTA today

The facility is based in Ludwigsburg . It ensures the representation in the area by regional representatives and has a dense network of operational and regional contact persons. The membership development has been extremely positive over the past ten years (as of 08/2019). It is considered to be one of the last purely union-owned institutions to work successfully. The acting managing director is Olaf Hofmann (as of 2019).
