The Gas Network Access Ordinance is an implementation ordinance for the Energy Industry Act for the liberalization of the gas market in Germany . This regulates the opening of the gas market in Germany.

Main point of content

The main difficulty in opening up the gas market was the procedure when an end customer changed supplier. This is regulated in Section 37 GasNZV. This regulates on the one hand by when the gas industry must have developed a procedure and on the other hand by when it must be implemented in a computer platform.

Time schedule

Lt. Section 37 (1) sentence 1 GasNZV must

  • by February 1, 2006 the procedure will be fully developed.
  • by August 1, 2006 the process must be implemented in a computer platform.

According to Section 37 (1) sentence 3 GasNZV, both dates can be extended by up to 6 months after approval by the Federal Network Agency . In fact, an extension of 2 months was granted.

The actual opening of the gas market took place on the following dates:

  • The process had to be fully developed by April 1, 2006. From this time on, third-party providers could change suppliers. Since a platform is not available, this would have to be done manually. At best, this would be worthwhile for large customers.
  • The platform had to be in place by October 1, 2006. From then on, the market will also be able to open up to small private customers.
