Born member

As a born member are members of an otherwise elected body called that automatically by their function or function former members of the committee.

In Hesse, for example, mayors are not only born members, but also chairmen of the commissions. Section 72 (2) HGO : “The commissions consist of the mayor, other members of the community board , ...” - Section 72 (3) HGO: “The mayor or an alderman appointed by him shall chair the commissions.”

Even in political parties, certain members often automatically belong to committees without being expressly elected. This is usually determined in the articles of association. Group chairmen or prime ministers often belong to the respective state executive committee of their party through their office.
