Community initiative

Community initiatives are the concretizations of the European Structural Funds in the European Union . Examples for this are URBAN (now URBAN II ) and LEADER (now LEADER +). Also INTERREG (now INTERREG III) was a joint initiative, but was upgraded to the period 2007-2013 to an independent objective of European structural policy.

Community initiatives are programs designed to complement the interventions of the European Union's Structural Funds in specific problem areas. Community initiatives become

  • designed by the European Commission and
  • coordinated under national control and
  • implemented under national control.

These Community Initiatives account for just over 5% of the Structural Funds budget.

Within the framework of employment policy, there was the EQUAL Community initiative from 2002 to 2007, which promoted innovation and transnational cooperation against inequality and discrimination in the labor market.
